'Nijam' is a complete mass movie by Teja. The basic story of the film is about how a normal boy becomes a hardcore serial killer due to the circumstances. The movie reminds us of Kamal Hasan's 'Bharateeyudu'. In this storyline the mother influences her son to take up violence to eradicate the evils of the society. Mahesh Babu has stolen the show with his extraordinary performance in this film.

Coming to story, Siddareddy (Jayaprakash Reddy) is a mafia leader and Devudu (Gopichand) is a loyal worker. He likes Malli (Raasi). But Siddareddy calls her once and shares bed with her. Unable to digest this, Devudu chalks out a plan and gets Siddareddy killed by Malli's brother (Suman Shetty). Finally, he becomes the leader of the gang and Malli continues to stay with Devudu. While working for Siddareddy group, Devudu sets fire to a market yard and gets a slap from Venkateswara Rao (Ranganath), a fireman. Sitarama (Maheshbabu) is the only son of Venkateswara Rao (Ranganath) and Shanti (Talluri Rameswari). Janaki (Rakshita) is their neighbour and always teases Sitarama. To avenge the slap, instigates Malli's brother against Venkateswara Rao. In the melee, Malli's brother killed and Devudu fixes Venkateswara Rao in the murder. At that time Sitarama goes out of station to write some examination.

On return, he goes to police station to meet his father. There everyone demand bribes. He meets his father and promises him to ensure his release. Meanwhile, Devudu comes to the police station and severely thrashes Venkateswara Rao. When Sitarama questions the inspector of police station (Brahmaji) about the fate of his father he demands Rs 50,000 to release his father. Sitarama refuses to pay bribe and goes to the Commissioner of Police (Vijayachander). Even after he gives a letter, another cop in the CP office demands Rs 500 to put the seal. By the time, he takes the letter to the police station, the inspector takes Venkateswara Rao away and hands him over to Devudu to get killed in a planned manner. Irked over the incident, Sitarama beats all the police officials including the inspector and takes away his service revolver. The inspector comes to Sitarama's house and searches his house for the revolver. He warns Shanti that her son would also face the same fate like his father. She could not digest those words and decides to take revenge against the society and the corrupt. She prepares her son by giving him intensive training physically and goes on a killing spree.

At this juncture, the higher authorities appoint Raja Narendra (Prakashraj) to catch the killer. He finds that the killer is nothing but Sitarama. Finally, Sitarama goes to Devudu and kills him. By that time Raja Narendra reaches the spot. Though Shanti and Sitarama ready to surrender to the police for murders, Narendra relieves them saying that such people are needed for the society. He even fires at himself to show proof to the authorities that he himself killed Devudu in an encounter.
Mahesh Babu has given a great performance. Raasi looks beautiful and she has more role than the heroine. Rakshita has a deglamarized look in this movie. Talluri Rameswari has done a very good role that is pretty instrumental to the story. She did it with command and perfect poise. Music by RP Patnaik is good.
